China’s stainless steel bars (long products) industry in 2021

In 2021, China’s stainless steel bars industry experienced a strong but uneven recovery, driven by the country’s early rebound from the COVID-19 pandemic. Demand was robust in the first half of the year, supported by infrastructure spending, a still-active real estate sector, and strong manufacturing exports. This led to increased consumption of stainless steel bars across construction, machinery, and industrial applications. However, the recovery was not uniform throughout the year, as demand began to soften toward the second half.

A defining feature of 2021 was significant raw material price volatility. Key inputs such as nickel, iron ore, and ferrochrome saw sharp price increases in the first half, followed by corrections later in the year. As China relies heavily on imported raw materials, these fluctuations translated into unstable production costs and frequent price adjustments for stainless steel products. Producers faced pressure on margins and uncertainty in pricing strategies.

Government policies played a central role in shaping the industry. China implemented strict environmental and energy consumption controls, including the “dual control” policy aimed at reducing emissions and limiting energy use. These measures led to production restrictions, temporary shutdowns, and tighter supply in certain periods. In addition, the removal of export tax rebates on many steel products reduced export incentives and redirected supply toward the domestic market.

Further disruptions emerged in the second half of the year due to widespread power shortages, which forced energy-intensive steel mills to cut or halt production. At the same time, the real estate sector began to weaken, reducing demand momentum. Overall, 2021 can be characterized as a year of strong initial growth followed by policy-driven constraints and increasing uncertainty, with volatility in both supply and prices shaping market outcomes.
